Join ETPMI and ORNL for "Implementing a Commercial Electronic Health Record in the Departments of Defense and Veterans Affairs", presented by Joel D. Bales, FACHE, PMP.
The Department of Defense (DoD) Military Health System (MHS) supports healthcare delivery for more than 9 million eligible beneficiaries, including active duty Service members and their families, retires and their families, and others. More than half of these beneficiaries receive care in MHS hospitals and clinics worldwide. In 2015, DoD awarded a $4.3 billion contract to replace multiple MHS legacy healthcare systems and data stores, developed over decades, which needed to be modernized. The DoD electronic health record (EHR) system, known as MHS GENESIS, at its core consists of Cerner Millinnium, a commercial EHR, integrated with several ancillary products to provide dental capabilities, reporting, and population health management. Subsequently, the Department of Veterans Affairs (VA) awarded a $10 billion sole-source contract to Cerner to implement the same commercial EHR in VA hospitals and clinics to enable seamless healthcare information sharing for veterans receiving care in MHS or VA facilities. The presentation explores performance and lifecycle management for the multi-year enterprise-wide implementation of this commercial EHR in MHS and VA healthcare facilities.

Mr. Bales has more than 30 years of experience in the Military Health System (MHS) in progressively responsible positions in healthcare and program management, policy development, healthcare information technology (IT), and direct healthcare delivery. He brings multiple perspectives to healthcare delivery: healthcare IT Program Management Office (PMO) support, healthcare IT service provider/integrator, health care administration and policy analyst, and clinician. His project and program management experience in large, complex healthcare IT systems covers IT projects through the entire software development lifecycle. Mr. Bales has experience as a user for the legacy DoD electronic health record, as a vendor for the current DoD EHR, and as PMO support staff for the EHR modernization effort. His clinical audiologist background for 10 years blends with healthcare administration, program management, and technical expertise for an integrated perspective of healthcare delivery.
