In order to resolve issues using a systematic approach, many organizations use root cause teams to investigate and recommend resolutions. My experience in being a leader of many such teams led me to realize that the root cause analysis effort is actually a project. By viewing the analysis in this way, I was able to produce not only a better overall product, but also deliver it on a better schedule. The teams experienced fewer surprises and gained more management support by applying the principles of project management to the effort. Overall, the root cause analyses produced a more effective resolution and obtained more management buy-in by utilizing project management skills.
ABOUT THE SPEAKER
William Smolter serves as the Military Liaison for the East TN Chapter of PMI. He joined the Board this past January, bringing with him 18 years of military experience: 8 as a full time Naval Officer, and 10 as a Reservist. In April of 2011 he joined the Tennessee Valley Authority as a Senior Program Manager. He was a Root Cause Analysis Subject Matter Expert for the TVA and the lead investigator for TVA during the resolution of Nuclear Regulatory Commission (NRC) violations that were given to Sequoyah and Watts Bar nuclear plants in 2013. In December of 2015 he transitioned into the role of Engineering Manager at the Bull Run Steam Plant in Oak Ridge.
Mr. Smolter’s educational background includes a Bachelor’s of Science in Mathematics from Texas A&M University, a Master’s of Engineering Management from Old Dominion University, and an MBA from Indiana University’s Kelley School of Business. He is currently pursuing his PhD from the University of Tennessee in Industrial Engineering with a focus in Engineering Management. He has also obtained his PMP and Lean Six Sigma Yellow Belt Certification.
When Mr. Smolter is not defending our country, working to produce power, or studying for his next educational degree, he is actively spending time with his family, supporting the goals of his children and shaping them to be future leaders.
